Maputo, Mozambique – Yesterday, the Minister of Mineral Resources and Energy Estevão Pale led the groundbreaking ceremony for the Centro Tecnológico de Moçambique (CTM), a state-of-the art training facility to be constructed in Zimpeto, Maputo.
The Empresa Nacional de Hidrocarbonetos (ENH) signed a Memorandum of Understanding (MoU) with Exxon Mobil Mozambique in November 2025 to advance the training facility, as part of President Chapo’s visit in Houston.
Yesterday’s milestone reinforces the commitment of the Rovuma LNG partners ENH, ExxonMobil, Eni, CNPC, XRG and KOGAS to grow local content and deliver lasting socioeconomic benefits to Mozambicans.
Speaking at the event, His Excellency Minister Pale said: “The objective of this Centre is unequivocal. It is being built to prepare local labor force to respond to current and future requirements of the largest LNG projects, mainly the Area 4 of the Rovuma basin.”

The Rovuma LNG partners are investing $40 million to develop this internationally certified training facility in Mozambique. This strategic investment underscores the Rovuma LNG commitment to supporting the country’s long-term human capital development and progressing a highly skilled national workforce, aligned with the Project’s accelerated nationalization strategy, providing Mozambicans with world‑class technical and operational training tailored to the needs of the LNG industry.
The construction of the CTM has been awarded to a local Mozambican company, 7 Mares, further strengthening national content development and ensuring that project benefits extend directly to the domestic economy. Once operational, the Centre will accommodate up to 250 trainees per day and will be fully dedicated to the Rovuma LNG Project. Subsequently, the facility will be made available to the broader public, expanding access to high-quality technical training across the country.
The CTM is designed to elevate skills across key sectors, including energy, construction and infrastructure, helping to reduce reliance on expatriate labor. The modern campus will feature classrooms, workshop rooms, student accommodation, and a dining hall. One key highlight of the facility will be the Live Process Plant Simulator, which will provide trainees with a realistic and safe training environment to practice their operational craft skills.
Speaking on behalf of ENH, the Administrator of the Engineering and Project Development Department, Nelson Cossa, said that the investment in CTM reflects confidence in Mozambique, but also the certainty that national talent deserves infrastructure to match its ambitions, promising more investments. "We will continue to put Mozambique at the centre of major strategic decisions, and we will continue to invest in people, because in them lies the true wealth of the country."
Once completed, the Centre will be operated by an ENH Joint Venture in collaboration with a leading industry training provider. The curriculum is being designed to align with current and future industry demands, offering disciplines in electrical, mechanical, instrumentation and operations.
ExxonMobil in Mozambique’s General Manager, Mr. Arne Gibbs, representing the Rovuma LNG partners, commented: “The CTM will support economic growth and enable companies to hire a highly skilled local workforce. CTM reflects a long-term investment in people and national progress.” To ensure access for candidates from across the country, residential dorms capable of accommodating 100 students at time will be constructed. ExxonMobil Moçambique Limitada, on behalf of its Rovuma LNG partners, in close collaboration with the Government of Mozambique, continues to advance the updated Plan of Development for the Rovuma LNG Project. Together with the Area 4 partners, the consortium anticipates taking a Final Investment Decision (FID) in the third quarter of 2026, with first LNG production targeted for 2030.
