Our global LNG position is unmatched in the industry. We have interest in several LNG developments around the world, with net interest capacity of 22 million tonnes annually. Our entry into the deepwater Area 4 block offshore Mozambique, containing an estimated 85 trillion gross cubic feet of natural gas in-place, was also completed in 2017. This resource will support an ExxonMobil-led, world-class LNG development, with potential capacity ultimately exceeding 40 million tonnes per year.

Rovuma LNG Phase 1 venture overview

The deepwater Area 4 block off the coast of Mozambique contains ~ 80 trillion cubic feet of natural gas, capable of providing resources for multiple world-class LNG projects.

Rovuma LNG is a landmark energy project positioned to accelerate Mozambique’s economic transformation. At the Final Investment Decision (FID), RLNG Phase 1 will be the largest private investment in Africa’s history and operated by ExxonMobil Moçambique, Limitada.

The Afungi onshore plant deploys an innovative 18.6 MTA electric LNG (eLNG) concept, reducing GHG emissions up to 40% compared with traditional mega-trains, based on RLNG FEED design, while enabling scalable expansion.

Delivering this capacity for target startup of 2030 requires:

The venture aims to:

  • Engage ~7,500 Mozambicans

    during the execution phase
  • Create ~700 jobs

    during the operations phase
  • Supply up to 500 MMSCFD

    of gas domestically

    The Rovuma LNG Project will prioritize Local Content by aiming to maximize the use of local goods and services and developing our workforce with technical and professional skills to support the Project and the broader economy.

    Over its life, Phase 1 is expected to generate over $140 billion in government revenue — strengthening health, education, and infrastructure, and positioning Mozambique among the world’s top-five LNG exporters by 2040.

    Execution and modularization

    Midstream execution and modular construction 

    Modular development increases certainty in execution schedule and reduces risks. Modular structures containing piping, equipment, electrical and instrumentation cabling, and buildings will be fabricated overseas and transported via Heavy Lift Vessels or barges to the construction site at Afungi. Modules will be offloaded at the MOF (Material Offloading Facility) and moved to the site using Self-Propelled Modular Transporters (SPMTs).

    Upstream execution

    Upstream facilities will be delivered by world-class contractors supported by key equipment purchase orders. One contractor will lead subsea system design and fabrication, while another executes pipeline and subsea installation. The Operator will procure critical components, such as umbilicals, line pipe, and large-bore valves, for contractor installation, ensuring efficient, safe, and well-integrated delivery.

    Afungi site preparation

    Strategic pre‑investment in site readiness sets the foundation for project cost and schedule leadership. Early expansion of workforce accommodations and core infrastructure provides the capacity and stability needed before major construction accelerates. With the site prepared in advance, onshore work – earth works, foundations, modules, welding, pipe racks, tanks, utilities, and modular-unit integration – can proceed safely, efficiently, and without interruption.
